Ais Eis Bebe is the CEO of the pharmaceutical company Blizzard Inc. However, she is also an Underworld broker, specializing in the procurement and distribution of chemical weapons and narcotics.

Appearance

Bebe has the appearance of a youthful woman, with long, platinum blonde hair, green eyes, and pale skin. She generally dresses in a white suit with a white overcoat that includes red accents and a blueish-grey collar. She is known to be quite physically attractive.

During the party hosted by Benjamin Tabart, Bebe wore a snow-white dress with a dark-colored shawl over her shoulders, using it to hide vials of FUN.

Personality

Bebe is an energetic, borderline hyperactive, young woman. She often greets those she meets with a bad joke, which she, herself finds hilarious. She's somewhat callous, conducting experiments on human beings and excitedly demonstrating her chemicals when given the chance, even taking two hours to set up a box wherein to dump her Laughing Gas. However, she can also be blunt and straight to the point, asking where her money was immediately after finishing said demonstration. While having a preference for concocting drugs and non-lethal chemical weapons, she is known to still take warfare seriously, finding Takoda and Wicked Jenny's desire to get a less harmful weapon than her Laughing Gas was foolish. Bebe is also known to be easily flattered, as she took greatly to Fiona laughing at her (objectively awful) jokes and called Majorum "quite the charmer" after she complimented her looks. While she enjoys making bad jokes, she will become incredibly enraged if someone makes a bad joke (situational or verbal) that she was otherwise not brave enough to make. She is also otherwise annoyed by tedious actions or simply when things do not getting her way.

Wis

Bebe has a close working relationship with Wis. Despite commonly finding her jokes unfunny or annoying, he still cares for her greatly. Wis has been acting as Bebe's head of security since early on in her operation, becoming one of her first employees at her organization's inception, and has a great deal of loyalty towards her, possibly stemming from her being one of the first humans he had encountered after being raised by giant river otters. He often attempts to get Bebe to calm down and be more serious during business meeting, but she will be more likely to ignore him.

Sideways

Bebe and Sideways have a similar relationship as with her and Wis. Bebe has a great deal of faith in Sideways' abilities, as well as trusting her implicitly, sending her on missions by herself. However, Sideways, too, is often annoyed by Bebe's inability to maintain a serious attitude.

Armani D. Auria

Auria and Bebe are old friends, greeting her with a hug upon meeting with her, exchanging gifts and talking rather candidly with one another. Bebe is actually a drug supplier for Auria, as stated by Scarlett. The two often greet each other warmly and Bebe even refers to Auria as her best friend. Bebe is aware of the sexual relationship between Wis and Auria, and she seems to even encourage it. Auria was also willing to leave Gran Tesoro to meet with Bebe at Cliffside, something she wouldn't ordinarily do.

Abilities and Powers

Medical Expertise

Bebe is known to be exceptionally skilled at chemistry. She is specifically skilled at the creation of her own chemical weapons and narcotics. She appears to be particularly talented in studying chemicals as well, even those not normally in her wheelhouse, such as hormones. Even in those cases, she said it would only take her an hour to break down the materials and study what makes the hormones given to her act the way they do. Her experiments aren't only used on humanoids as well, but even animals, such as he managing to inject an axolotl with a certain chemical compound to allow it to live on land, with much longer legs than normal for an amphibian.

Created Drugs

• FUN was created by Bebe using the sweat of the current user of the Fan Fan no Mi, Amor. Said drug causes the consumer to immediately feel a sense of euphoria, so great it can cause an out of body experience. It is incredibly fast-acting, with the consumer feeling the effects almost instantly, increasing in effectiveness for a few more seconds before petering out.
• Smelling Salt is more of an anti-drug. It is administered by wafting it under a high person's nose, causing them to inhale it. Upon inhalation, it near instantly eradicates the presence of narcotics in one's system, causing them to regain consciousness and all their mental faculties. It's especially useful at getting someone to clean up their act before an important meeting or gathering (although it may need to be administered by another person when one's experiencing an out of body experience).
• Liquid Lust: An aphrodisiac that causes instant arousal, but only towards a singular individual. This occurs by imparting one's Lineage Factor into the vial, either through hair or saliva, and then feeding it to the intended target. This drug lasts for at least twenty-four hours.
• Soldier Pill: Similar to the Rumble Ball, this pill allows a Zoan Devil Fruit user to disturb the wavelengths of their transformation, granting them access to an additional form. While the pill only grants one additional transformation, it lasts for at least an hour before wearing off and has considerably lesser side effects.

Created Weapons

• Laughing Gas is a mostly non-violent weapon that works in two parts. The first part causes those that inhale it to become paralyzed. With their bodies unable to move, this activates the second part wherein the user begins to laugh uncontrollably, so much so that they pass out from lack of oxygen. This allows the deployer of the weapon to knock out a wide range of people without having to worry about them fleeing. While the process itself is incredibly frightening and can lead to some side-effects or unfortunate accidents, the process itself is otherwise harmless.

Devil Fruit

Bebe ate the Samu Samu no Mi, a Paramecia-type Devil Fruit that gives her the ability to tell bad jokes. Generally, this ability only allows Bebe to either annoy others (possibly making them cringe) or cause those with particularly bad senses of humor to laugh.

Awakening

While her fruit's base ability is incredibly weak, if not useless, Bebe has somehow managed to train her ability to a degree where it has awakened. As such, any jokes that she tells, that don't cause someone within earshot to laugh, are instantly frozen solid. Those capable of producing high heat are capable of freeing themselves, but that doesn't stop Bebe from telling another joke.

History

Past

When Bebe was just starting her business, she found herself encountering Wis and his family of giant river otters. Intrigued by seeing another human for the first time in a long time, Wis ended up becoming Bebe's head of security, with his otter family becoming her security team.

At some point, Bebe had a run-in with Amor. The two slept together before Bebe asked for, and received, a sample of Amor's sweat. Later, Bebe met with Harley. Having synthesized said sweat into a narcotic, she sold a sample to the member of the Reaper Pirates before the pair parted ways.

Joker Venom

Bebe organized a meeting with members of the Army of Sparta in order to sell them some of her chemical weapons. Upon reaching the dingy area she was using for the meeting, she greeted Wicked Jenny and Takoda with a poor joke, much to the chagrin of her bodyguards. After confirming that they were, in fact, her clients, Bebe had Sideways retrieve a canister of Laughing Gas. When Sideways dropped the canister on the ground, somewhat haphazardly, Bebe chastised her. She then apologized to the Army of Sparta members, saying that Snakenecks were "all neck".

Bebe then asked if the Army of Sparta members would like to see a demonstration of her invention. While Jenny immediately denied, Takoda was more calm and asked to see how it worked. Bebe then happily showed a demonstration of her Laughing Gas, much to the horror of Takoda. She asked for her money, but Takoda wanted to consult with Jenny before doing so. Jenny asked if there could be a more humanely distributed version of the gas, with Bebe laughing at her concerns. She ridiculed her for trying to win a war with pacifism and then sternly asked if she was still going to get paid, causing Wis and Sideways to go on high-alert.

Takoda quickly de-escalated the situation, and began haggling about the price with Bebe. After agreeing, Takoda stated that he wanted guarantee. However, when Takoda said that Bebe's word wasn't enough, and asked to bring her with him, Bebe became irritated, saying that it might ruin her reputation if she was seen in public with one her buyers. Takoda explained that the Army of Sparta was not yet a criminal organization, so being seen with them wouldn't tarnish her reputation. Regardless, he insisted that they wouldn't be seen anyway. Bebe begrudgingly agreed, but instead sent Sideways as a proxy, with the caveat that if Sideways was harmed, they wouldn't do business again. Takoda excitedly agreed to this arrangement. Bebe then bid an annoyed Sideways farewell, while also warning Takoda and Jenny to bring her back in one piece.

A New Rome

Bebe attended a party held by Benjamin Tabart at Tir Na Nog, hoping to make more connections for her business. While she was quite excited, Wis told her that it would be best to remain calm. However, she ignored his warning and quickly approached Tabart, asking him if he wanted to have some FUN. Tabart was taken aback by this, asking if she really meant him, causing Bebe to say that she of course meant him, briefly making fun of his bodyguards. One of them, Bulls Zy, prepared to strike Bebe, but the Underworld broker was defended by Wis and Zy was calmed down by her partner, Lester.

Bebe continued to have a chat with Tabart, flirting with him, gaining the ire of Zy, and attempting to convince him to sample the vial of FUN she had with her. Tabart explained that he couldn't yet, as he needed to be a good host, but agreed to have dinner with her later to discuss business and sample her drug. Bebe then bid Tabart farewell as they both went to different segments of the party.

Bebe soon approached the sushi bar, piling up a large amount of food when she noticed a line of toilet paper attached to a tall woman by the name of Fiona. Fiona laughed at the realization and engaged in conversation with her, soon being joined by her companion, Armani D. Atlas. Both women happened to be affiliated with the Delian Alliance, which peaked Bebe's interest, with her stating that they made excellent customers. Bebe continued to flirt with Fiona and Scarlett, calling them both tall women, although Wis stated that they were both short.

Scarlett took interest in Bebe, stating that her sister, Auria, often bought drugs from her. While this shocked Wis, Bebe seemed unperturbed and asked if she'd like to buy any. Scarlett said that she didn't, but offered her a vial of hormones to research, hoping they could form a sort of partnership, which Bebe happily accepted. Scarlett then bid Bebe farewell before making an excuse and heading off with Fiona. Bebe then deiced to look for another potential business associate. Wis asked her to be more discrete about her goals, but Bebe refused.

Not long after, Bebe ran into Ragonda Majorum, flirting with her and asking if she, and her bodyguards, could join the businesswoman at her table. Bebe then offered Majorum a vial of FUN. It took Majorum a moment to realize what Bebe meant when she used the drug's name, but it was pointed out to her by her associate, Bubby. Majorum recovered by flirting a little bit with Bebe in return. Bebe called Majorum quite the charmer before explaining what FUN was and joking about how to avoid and scrutiny by potential onlookers. After a brief conversation, Bebe handed Majorum her business card, telling her to call her if she wanted to meet up at her island. Bubby took the card in Majorum's stood as the two left the table. Bebe sighed in contentment as she watched Majorum walk away, before stating she was going to go do drugs in the bathroom. However, Sideways pointed out that Majorum had hidden a message underneath her wine glass, asking for Bebe to meet her in a storeroom.

Bebe ordered Wis and Sideways to watch the door before headed into the storeroom, meeting with Majorum in the dark, and talking about her drug, FUN. Majorum asked Bebe about how the drug functioned, with Bebe stating that it was incredibly fast-acting and that Majorum would only need to take a swig. Soon after, Wis entered the room, attempting to inform Bebe that Tabart was about to make an announcement, only to see Bebe and Majorum laying on the ground, high off of FUN. Wis used Smelling Salt to bring Bebe down, with the bodyguard asking her about what had happened to not getting off of their own supply. Bebe laughed it off, saying that Majorum was too persuasive a woman to be ignored. She then gave Majorum some of the Smelling Salt before going to listen to Tabart's announcement.

For the Right Price

Bebe later attended an auction held on Gran Tesoro (guarded by Wis and Sideways as she always is) by her old friend, Armani D. Auria, giving her a hug as soon as she arrived on the island. Auria welcomed Bebe with open arms, as well as noticing Wis' presence, briefly flirting with him before stating their need to focus on business first. Bebe called Sideways over, giving her two vials, one of Liquid Lust for the auction, and one of FUN for Auria's personal use. Auria thanked her for the gift, before making another pass at Wis. Bebe playfully told her to stop teasing Wis, before reminding her that Wis simply didn't know she was married the last time they had "done it". The duo then headed into the auction venue, arm-in-arm, as they complimented each other's beauty.

When the auction began, Bebe was the first to bid on a pair of earring from the bailer shell, a rare organism that produced an even rarer pearl. However, she found herself angered by the bid of Tsubaki J. Williams, who only increased the bid by one, aggravating her due to the shallow attempt to steal the item from her, and that it was a bad joke that even she hadn't been brave enough to make. After bidding again, Williams increased the bid by only one, further enraging Bebe as she called for another increase. As a result, Ronald, the auctioneer called for him to be removed, with the auction calming down as soon as he left, and Bebe called for another bid so that the earrings could be hers. While she won the earrings, Auria got up to leave the venue, much to Bebe's surprise, who explained that she had an "insect to crush", before taking her leave.

The next item on the docket, a REM Antelope, piqued Bebe's interest as well, and she entered a bidding war with a present noble. Wis stated that it would be the last thing she purchased during the auction, but Bebe retorted that she would buy anything she was interested in, much to her bodyguards' chagrin. Noticing something, Sideways said that she was going to be performing a perimeter sweep, with Wis telling her to come back soon. After raising her bid once again, Wis informed her that someone was hiding behind her. Checking the area, and watching as Wis put in a pair of earplugs, Bebe told one of her usual bad jokes.

The joke caused Ulquiorra Cynthia, the woman stalking her, to suddenly laugh out loud and blow her cover, becoming visible for all to see, but the noble bidding against Bebe was suddenly frozen as a byproduct of Bebe's awoken Devil Fruit. Springing into action to pacify Cynthia, Wis and Sideways poisoned her (following the noble shooting her with an electric gun to avoid suspicion), as well as moving to apprehend the frozen noble. Extra security soon arrived, having been summoned by Bebe using a red Den Den Mushi, to assist Wis and Sideways, as Bebe simply looked forward towards the auction stage. After the noble she had frozen thawed out and went n a tangent, the extra guards informed Bebe that she should leave the premises, which she begrudgingly agreed to, leaving with Wis and Sideways.

Bebe and her entourage accompanied Asterius to the prison, being told by the security officer that she needed to give a statement for their investigation. Once again annoyed, she still agreed. Bebe later went to visit Auria again, bringing Wis for a "booty call".

Women in Power

Bebe later invited Auria and Read Kogane to her base on Cliffside for a business meeting. While waiting inside her mansion with Sideways and an axolotl that she was petting, Wis showed her guests the way to her dining room table. Showing excitement at her guests arrival, she accidentally dropped the axolotl, which briefly freaked out before returning to Bebe's side. Bebe apologized to the axolotl and her guests and inviting them to sit down. With the meeting beginning, and Bebe offering her companions some tea, she began questioning the Underworld Emperors on the effects that newer influences had on their businesses, and asking if that at all angered them, citing Yagami Valor as an example for Kogane.

Kogane stated that she had been mitigating her issues with Valor, but questioned why Bebe would call Auria's husband a nuisance, asking if she was aware of that fact. Although, Bebe quickly explained that she did know and that the two were "besties". Bebe then decided to just cut to the chase, proposing an alliance between their three organizations. After a discussion, the two women agreed and left, with Bebe saying goodbye to them at the docks. As she went back to her base, Wis asked her if they should continue planning for their next big move, which Bebe had initially forgotten about. Bebe reassured Wis saying that, by the time they were done, no one would be going to anyone else but them for pharmaceuticals or chemical weapons.

Am Bush

During a meeting with Winterkorn Alfred to purchase narcotics, Harley excused himself from the room, putting him in contact with his "benefactor", Bebe, through a Den Den Mushi. After Alfred picked up, Bebe asked if she was speaking with "Dr. Cordyceps", introducing herself as Blizzard after confirming this and asking if his trip and day had been pleasant. After a brief talk about how she had been working on projects similar to the drugs Cordyceps had shown, Bebe told "Alfred" a joke, saying that it was an "am bush". The bad joke instantly froze the false Alfred and the real one who was listening in. Bebe continued to listen from a far away island, stating it was time to start the next phase of their plan, activating the Tag that Harley had planted. However, as the real Alfred was not present, the operation was deemed a failure and their forces were pulled back.

Bebe was later updated on the situation during a call from Harley, telling her that, while the overall mission was technically a net loss, things could've gone worse. He also reassured her that none of what had transpired would be traced back to her. Bebe thanked Harley for the information and ended their call. Wis, who had entered the room, said to Bebe that their new feud with Alfred certainly wasn't over, which Bebe agreed with. She said that they would instead find other ways to undermine their business.
