The Five Elders, also known as the Gorosei (五老星, Gorōsei) are the highest-ranking Celestial Dragons and the heads of the World Government. They essentially rule the entire world.
Above the Commander-in-Chief and the Government Leaders, they basically issue the absolute commands to the Marines or World Government affiliates, including the Shichibukai.
