The Soldiers of Fortune are an army of revolutionaries led by the infamous Shakyamuni D. Rai, who directly oppose the World Government and their methods of running the world. They are considered a band of mercenaries, and they do jobs for hire that involve the taking down of important political figures and leaders who are affiliated with the World Government's agenda, planning to bring down their reign once and for all, and usher in a new era of freedom.

The flag of the Soldiers of Fortune is an simplistic yet recognizable one that stands out in the world for it's symbolization, being a beacon of hope for some, and an symbol of terror for others. The background of the flags hanged by the group usually are navy blue, and there are red winds that symbolize the freedom of the changing currents that are scattered around the flag. The center piece of the flag which is meant to catch the attention of the onlooker, is the four leaf clover that is placed in the middle of it all, representing fortune and luck.
